Can you use this to refill the plug in devices?

We do it, just pry off the plastic cap, fill the bottle, replace the cap and plug the unit back in

Does this work as good a the pet odor Febreze?

Yes, do not worry it does work as good as the pet odor febreze.

Does this comes with a seal?

Both of ours had no seal under the cap.. It didn't seem to be a problem, it smelled OK and the bottles were full, the caps were on OK and no leaks, but I was concerned that there was no seal under the cap - that is so unusual
