Yes, the 250Volt has a higher Dielectric strength and can replace the 125VAC one, but you can not use the 125 to replace a 250 VAC one.

it should work. might be a little overkill I'm using it on 25amp 5hp table saw that gets started multipletimes everyday.

No it will not. The capacitor could only work with a voltage up to 125 volts AC. It will explode with 230V.
