Q: Can these be wired to a usb connector and run off a usb wall charger?

Yes. I run mine off of the gpio pins on a raspberry pi. That's the same concept.

Yes, it comes with screws a couple of different connectors for attaching it to 3 and 4 pin connections also some rubbery plug things to pull through the mount holes.

Q: Can a 3.3v PWM signal be used to control fan speed?

Yes, a 3.3V logic (PWM) signal will control this fan. I use an Arduino DUE board to control this fan. The DUE puts out 3.3V logic signals.
