Q: Can I put this up horizontally? Or does it have to be vertical?

It will work installed horizontally however the heavy weight would be difficult to install overhead as an example but it will keep the sound down just the same. Hope that helps.

Q: Could I lay this on my apartment floor, then put weightlifting equipment on it so my downstairs neighbors can't hear me lifting weights? Thanks

You would still hear impact noise (footfalls, weights hitting the floor) but it would help with any airborne noise.

Q: Can it be used outdoor to cover a fence?

Although it is not UV rated, it can be used for this purpose.
