how many amps does this pull on a 12v system?

Mine, with the factory installed bulb draws 157mA @ 13.1V... which comes to dash over 2W all said & done.

can it be used on 24 V AC circuit's

No it can't but the OTC 3642 will do 24v systems but I'm not sure about ac current though

Is this item computer safe?

Pulls, at peak, less than half an amp and 50 mA continuous. Use inline when circuit integrity testing and is very safe and useful when applied properly. Great for 5volt reference circuits. And yes this is the model ScannerDanner uses in 80% of his 1000+ videos.

I need to replace the fuse in my tester, I have 12v fuses just wanted to know what amp fuse is used.

They are 1.5v bulbs, not fuses.... low amp consumption. Otc sell them on Amazon. Do not use a fuse.
