Does this work with a 3.5" hdd. on usb 3.0? on usb 2.0? concerned about sufficient power.

This is designed for use with a 2.5" laptop hard drive or a 2.5" SSD as they both are low power devices. To work with a 3.5" hard drive you would need to provide sufficient power to the drive and neither the USB 3.0 or 2.0 specification would provide enough power. There are some adapters available that have an external power supply so that they can power up a full sized 3.5 hard drive, though they cost more than this one.

Can i connect my 2.5 sata hard drive from my ps3 to my laptop using this cable?

It should work if the PS3 hard drive is a standard SATA hard drive.
