Q: do you have to sign for this?

I never did. They placed mine behind my bin in the rain and never told me, we was at home too.

I have also had problems reordering. I try all sorts of things that have not worked. Only to work a couple of weeks later. Possibly to do with the fact that U.K. law only allows you to buy two packs at a time. I have a feeling that to be sure to be sure Amazon’s systems don’t allow anyone to reorder too quickly.
