Pass the rope or buckle through the bottom of the Clip-up Stick Clip, and then attach the harness.

Does the twist-lock mechanism actually lock when extended? Does the wire loop offer a way to hook the rope in order to pull it down?

Yes, it locks when extended. There are directions of how to use the wire loop to pull the rope down as well, but I’ve never attempted.
