Do these covers have cut outs for tilting strap

If you are referring to the strap at shoulder height then yes. They have a cutout. These are well made and fit great. I was surprised by the quality because of the price but am happy with them.

As a TJ owner with neoprene covers, how does the stiching hold up between panels and do theye fade easily for the hard core- top downers?

Stitching and covers held up great. Do fade to grey after a year and a half running mostly naked in Florida.

Yes, they are comfortable. They are breathable, so aren't hot or sweaty to sit on and don't slip on the seat.

What’s the thickness of the neoprene?

Don't Know the exact thickness, but they are very heavy (thick) fit snug and feel good. even gave my old broken down seats feel like they had more support. I don't think i would want them any thicker.
