It is hard to tell from the picture. Does this have a panel on the front that spins?

There are two spinning panels. You will see the light shades on the from and the darker tents on the back. The grey portion is on the back as well and that is what you can spin on either side.

I would like to use this with colored pencils. Would it work?

I am not sure what you mean. You want to make a color wheel with color pencils or combine your colors by using the color wheel? I use it for quilting but do not do my own dying so far so am not the one to advise you.

I see that the main categories have printed names. Does the color wheel give the names of the shades that are showing in each category?

No, it doesn’t. I purchased it based on the answer that it did. I don’t know what wheel that person spun, but Cox 3389 only has printed names for outer main categories. Disappointing misinformation - I expected to use tool to teach color shades to youngsters.
