they say they can be used for licence plate can they be wired for white instead of yellow?

I don't think so. Mine were just Amber colored. They are basically Universal Amber light strips.

How is each signal controlled?

I just wired them into the existing turn signal wires. So they will work with the original turn signal switch of your vehicle.
