No, but your heel fits into the ice pack and then you wrap it around your ankle. I felt that it iced both my ankle and heel very well.

Can I walk with this wrap?

I would not walk around while wearing the wrap. It is not meant to be used this way. You will mess up the gel. Use while resting and elevating.

Will this fit a man's size 13 foot?

I wear a size 10... It is perfect.. A 13 size your foot would be out at toes... but I am only interested in my heel and ankle and it is perfect ... Would be perfect for you if that is what you want... I luv it..keep in freezer & use every nite for about 20 minutes..
