A note in kit says tools can rust... is there anything that's safe to coat them with that prevents rust but will not impact usage or transfer?

I do a lot of contract work for NASA, and have a lot of small, precision tools and bits that are used in a clean room environment, and I absolutely can NOT go to push a bit onto a driver or extension only to have tiny particles of rust fall out as this could cause a billion dollar satellite or weapon system to fail upon deployment in space! So I take rust and corrosion VERY seriously! For bits like this, people have already mentioned laying a sheet of VCI paper into the case before you zip it shut, and that's a GREAT idea.. (100% vital and part of my own process for ALL of my small, portable tools and kits or trays of bits or tooling! But to go another layer deep, one method that I've developed for all of my expensive, precision tooling, bits, etc is this. I will cut up a scrap of 100% cotton jersey knit (NO synthetics!) into tiny squares about 1cm. Because I use so many of them I made a hollow round punch and I use a hammer to drive it through 20-30 layers of jersey. It punches out nice, perfect little 8mm diameter circles which I drop in a small dish of ZERUST liquid (but any GOOD liquid, rust inhibitor that doesn't evaporate will work also). Then, with a tweezer I go through the time consuming process of picking up one of the saturated disc's of jersey and push it down into each of the encapsulating (hollow) bits. I push it all the way down until it's tight up against the tip of the driver (or extension) and leave it down in there for ever. If there's a lot of extra room left, I will push another 1 or 2 of the circles down there, or as many will fit without interfering with the full use of the bit This has been 100% effective for me in ensuring that none of my precision bits EVER start to rust or corrode on the inside surfaces (which is a VERY common problem since you don't normally wipe or clean way down inside your bits, and when you use them, the bare-metal inner surfaces of the bits get scraped up by the head of whatever fastener you used it on, and that new scraped surface is a perfect breeding ground for flash rush and new corrosion to start forming. But the VCI soaked cotton releases rust inhibiting gas vapors, protecting the inner surfaces as well as the outside too, because each bit is now off-gassing the rust inhibiting vapors out into the small enclosed space inside the closed case! Are the slotted bits hollow ground?

What ratchet? description says ratchet

I can only tell you that by ratchet, they are referring to the ratcheting driver. I assume you expect to see a traditional ratchet normally found in a socket set. Not the case.
