Can I use this at the same time as the pond bacteria?

Yes but probably not necessarily as beneficial bacteria will maintain crystal clear healthy water, breaking down organic sludge like leaves, dead plants, fish droppings, fish food, fertilizer, and dead algae, as well as reducing odors. Sometime I will use it to help speed up the process.

I have dogs that drink out of my pond - will they be ok?

Yes, they will be ok. My dog has been drinking out of our pond since we got her with no problem. If it's safe for fish more than likely it's safe for your dog.

How long does it take for clear to start clearing water

When you are pouring it in, the clearer clears that water. I did not have good results. I gave up after 20 years and filled in the pond. Now I have a huge garden which keeps me even busier but has better results.
