Does this float to the surface when you stop reeling it in?? Kind of like a dying fish...

Yes... It floats... throw it out... reel in the slack line... but let the lure float few seconds... twitch it a couple of times... most of my fish are caught with the twitch and on the surface... this is my go to lure of choice

Why are dimensions shown as 4"x 2"x1", when the length is 2.75" long?

Perhaps this is the packaging size?
