Will this fit the standard 3 pc offical army sleepung bag set ?

The medium sack will fit the green patrol bag. I have this bag, and the green patrol bag compressed down in it very nicely. I ordered another one of these bags to use for the black bag in the sleep system, because I don't need to carry the whole system with, because it doesn't get cold enough to do so, where I am living at. Coyotes are dangerous in groups. If you put them in a sleeping bag they are even more dangerous.

Is it a heavyweight nylon material (like the diff between cheap and expensive backpacks); like, can it weather some abrasion without tearing easily?

Yes it is abrasion resistant, it is not standard tent nylon material, be careful of size when it says liters it means if you pour in liquid. Sleeping bags need to be tight rolled well. It seems to be a medium nylon I wouldnt say its 1000D maybe 300-600 but will not tear easily. built well from my use if you are going hunting or a camping trip your in good shape not mil spec but it’s good for otherwise.

if i have third party straps can i affix this to molle webbing?

The bag has a lot of straps, so I don't see why not. If I were to affix it to any of my bags with molle webbing it would certainly be possible.
